The Software Center was already dropped by Ubuntu MATE 15.10 for getting something better. It was amazing at the time of release with the user-friendly interface like App Store to install Linux software. But it has become slow and stagnated.Ubuntu 16.04 LTS

GNOME Software and other applications have caught up. The developers have not been working a lot on the Software Center. Instead, they have been engaged on next-gen app store on Ubuntu for phones, Unity 8. It will arrive on desktop as Unity 8 Desktop.
